Probably not. Most compacts need manual defrosting. Unplug it, prop the door open, set towels underneath and let it melt, then dry it. If ice builds up again within a few weeks, the door gasket is likely letting in air.
The clicking is the compressor trying to start and cutting out. A bad start relay or overload protector is the common cause and a small fix. If both test good, the compressor itself may have failed, and on a low-cost fridge that usually means replacing the fridge.
