How GE Appliances builds its refrigerators
GE refrigerators run from plain top-freezers to French-door Profile and Café models with dispensers and a second ice maker in the fresh-food section. The failure we see most is a defrost problem: a heater, defrost thermostat or control quits clearing frost, the evaporator ices shut, and the fresh-food side warms because no cold air reaches it. GE often mounts the main control board at the back near the compressor, behind a cover, and a board fault can stop the fans or the compressor outright. Dispensing depends on a water valve and, on certain models, an RPWFE filter with an RFID chip that the fridge verifies before it will dispense normally. The condenser fan and coil at the bottom collect dust and pet hair, which makes the compressor run long in humid summer weather.

Probably not. Models built for the RPWFE filter read an RFID chip in it and may limit dispensing if the filter isn't recognized. Try a genuine RPWFE filter first. If water still won't flow with a recognized filter, the valve, the line or a frozen tube in the door are next.
Your fresh-food section has no cooling of its own; it borrows air from the freezer coil. If that coil is choked with frost because defrost failed, or the fan pushing the air has quit, the freezer stays cold while the lower section warms. We open the freezer's back panel to look for frost, then test the defrost parts and the fan.
